According to the Law on Water, the efficient management of the water resources of the Republic of Moldova is carried out on the basis of the river basin districts. The river basin district is the main unit for managing the river basins and their associated groundwater. Districts of river basins in the Republic of Moldova are:
1. the district of the Dniester river basin;
2. the Danube-Prut and Black Sea river basin district.
For each river basin district, the Government has formed a committee, comprising representatives of central and local public administration authorities, sub-basin committees, water users' associations, civil society and scientific society.
Thus, by the Government Decision no.250 of April 3, 2014 regarding the approval of the nominal composition of the committees of the districts of the river basins, the committees of the districts of the Dniester and Danube-Prut-Black Sea basins were created, for a period of 6 years.
The first meeting of the Dniester River District Committee was organized by the Ministry of the Environment in July 2014.
On July 18, 2017, the Agency "Apele Moldovei" organized the second meeting of the District Committee of the Dniester River Basin.
Two questions were on the agenda of the meeting:
1. Presentation of the Management Plans of the Dniester River Basin District, respectively the Danube-Prut and the Black Sea; the tasks and tasks of the Committees; submitting proposals regarding the work of the Committees and implementing the measures in the Management Plans.
2. Presentation of the activities currently performed within the boundaries of the River Basin Districts.
The members of the Committees came up with proposals to amend the Government Decision no.867 from 01.11.2013 for the approval of the Model Regulation regarding the constitution and functioning of the district basin committee, so that the Committee has the decision-making right in its activity.
On November 1, 2019, the Cabinet of Ministers approved the modification of the Government Decision which provides for the approval of the Model Regulation regarding the constitution and functioning of the district basin committee.
The purpose of the proposed changes is to increase the importance of the Committee in making decisions regarding the management of water resources at the level of the hydrographic district, but also to give it powers and some attributions taken from the experience of the European Union Basin Committees / Commissions.
The project modifies the procedure for approving the nominal composition, completes the structure of the Committee Regulations, modifies the term of the mandate of the management and the members of the committee, increases the responsibility of the members, and introduces the Technical Secretariat.
Thus, the nominal composition of the Committee will be approved by an Order signed by the Minister, so far being by Government Decision, the structure of the Regulation includes new decision-making elements regarding the use of water, land use, protection and improvement of aquatic and forest ecosystems at district level. hydrographically, the term of the mandate of the management and the members of the committee has been reduced from 6 to 4 years, and the permanent Technical Secretariat will be provided by the Water Agency of Moldova.
The final purpose of the proposed changes is to use the Committees as a platform for dialogue and as a tool for improving water resources management.
